Today, within the 59th session, the Assembly with 59 votes “for”, without abstentions and without any vote “against” adopted the Amended Law on Amending the Law on Trade. Article 4 of this Law regulates the working hours in trade on Sundays and holidays, together with determining the exceptions in retail trade for which work will be allowed on Sundays and holidays.
The coordinator of the parliamentary group of VMRO-DPMNE Nikola Micevski in a procedural remark said that on December 23, 2021 it was not allowed to hold parliamentary questions. You are not convincing, as he said, that the Government is resigning and so says Article 93, paragraph 5 of the Constitution.
– We have a resigned Government that continues to function, and the only thing that this Government, according to your interpretation, must not do is to answer the questions of the opposition MPs, said Micevski.
He announced that today, as a parliamentary group, they will submit signatures for convening a new session, which is to hold parliamentary questions on December 30, 2021 or the last Thursday of the month.
The President of the Parliament, Talat Xhaferi explained that at the moment when the Government is resigning, the Assembly concludes the term of office and the Government can not correspond with the Assembly. He clarified that the Prime Minister, who has no mandate, as none of the ministers has, is obliged to attend the session for asking parliamentary questions. The members of the Government do not have a mandate, and the Government cannot be represented by a Deputy Minister.
Before the adoption of the agenda, the MP Silvana Angelevska from VMRO-DPMNE requested supplementation of the Agenda with information on the situation in the energy sector. She stressed that they had been warning for several months that this situation would occur in the energy sector, and the government was convincing the citizens that everything was under control, that there were no problems, that the opposition was spreading false news and panic.
She called in conditions when, as she said, “dismissals of employees in REK” Bitola “have been announced”, to accept the point, to take a break and to provide material because, according to her, “the employees in REK” Bitola “are in panic ”. Angelevska believes that the resigned Prime Minister Zoran Zaev and the new leader of SDSM, Dimitar Kovacevski should be held accountable for the situation in the energy sector. She added that they wanted to ask about this at the last session scheduled for parliamentary questions. Xhaferi said that according to the Rules of Procedure, the proposal could not be put to a vote.
The MPs at the session concluded that they are not justified and there is no need for an authentic interpretation of Article 34 of the Law on Local Self-Government, regarding Article 46, paragraph 1, line 6, submitted by the Mayor of the Municipality of Karpos. The MPs concluded that it is not justified and there is no need for an authentic interpretation of Article 11-b, paragraph 12 of the Law on Firefighting, submitted by Antonio Milososki. Also, according to them, it is not justified and there is no need to give an authentic interpretation of Article 53 paragraph 2 of the Law on Denationalization, submitted by Ismail Jahoski.
After these decisions, the President of the Assembly Xhaferi interrupted the session and announced that it will continue at 13:30.
