“It is said that we have a problem with corrupt individuals in the judiciary, but that the system works, I think the non-professionals are a minority in terms of honest and dedicated, we still have a far bigger systemic problem than those few,” added Spasov.
Spasov added that due to reckless and superficial reforms in the past, the judiciary has been turned into a contradiction and that in fact we have an anti-justice system.
According to him, legal education is a negative trend and there must be a state strategy.
“We have over 20 law faculties, here even someone will ask how they managed to accredit law studies, starting from where they have staff potential,” said Spasov.
Spasov added that the degradation of legal education is seen after the constant reduction of law students and adds that the intensive partisanship and privatization of the judiciary is a consequence that we can not do.
“Staffing proves to be a key mistake in implementing any reform of the judiciary. Legislation We often say that we have good laws that are not implemented, but we also have laws that are not good. “The adoption of tailored legal solutions where personal or private interest is read from the law, the personal law for which it was tailored was read, we still have such laws in the legal order, and I am afraid that another group of people will start implementing them.” adds Spasov.
According to him, the problem is the legal practice and that we do not have a unification of legal practice.
“The issue of justice in Northern Macedonia is not a scapegoat for political campaigns, when asked by officials, we as a state will finally become or will continue to be where we are, the quality of life is contained in the rule of law, lack of legal system is the reason for leaving the country by young and professional people, “said Spasov.
According to Spasov, cooperation with international partners, especially foreign foundations and partner countries must be more actively involved in the reforms of our country.
“We had a lot of ideas for foreign prosecutors or incumbents, but even if we do not have a way, we must provide a way for the development assistance they provide us to end not only with publications, projects or conferences, but also to have a real effect of this cooperation “, adds Spasov.
“I believe that reforms are possible, but I have a feeling that we are approaching the red line after which it will be very difficult to convince the citizens that the protection of human rights and democracy are the best forms. Confidence is very low and the optimism created by the change from a few years ago should finally be used and justified to the citizens, due to political problems and solutions to major strategic issues we lost time and not to cross that red line, we must, as soon as possible, make reforms that will bring visible results,” Spasov added.
