“SEC should enforce the laws enforced by Parliament. The Minister pointed out the fingerprint, but I say that in Macedonia we have no problems with passing laws, implementation is a problem. The law was passed and needed to be implemented”, said Halil Snopce, MP and representative of the Alliance for Albanians at the CIVIL conference on electoral reform.
“We had early elections in Shtip and Plasnica. The law, if anyone appealed, the elections in Shtip and Plasnica were illegitimate. In our country, the problem is more whether there will be open lists, whether the fingerprint printing will be implemented and what will the division with the constituencies be like. Not all political parties agree here. All parties think differently. Our party thinks that they should be divided into 8 units. Those OSCE recommendations will be implemented, laws will be enacted and the SEC must implement them. If we go back in history, we epistemologically believe that history will repeat itself. Now we have to believe that history will not repeat itself. It was not until 2002 that the law on the proportional model with 6 constituencies was adopted. At that time, a difference of 3% was allowed from one constituency to another.
In 2006, for the first and last time, the number of voters increased by 77,153 more.
