Stop Russia’s Terror. Support Ukraine. Enforce Justice.
We, the undersigned—as part of the Defending Democracy Global Initiative and the Westminster Alliance for Ukraine—unequivocally and in the strongest possible terms condemn the Russian Federation’s ongoing campaign of terror against the civilian population of Ukraine.
For more than a decade, since 2014—and with escalating brutality since the full-scale invasion of 2022—Russia has waged a systematic campaign of violence against civilians. This is not collateral damage. This is a deliberate strategy.
Missiles and drones strike Ukrainian cities every day and every night. Residential buildings, hospitals, schools, and critical infrastructure are targeted with ruthless precision. Children are killed. Civilians are slaughtered in their homes. Entire communities are terrorized.
While the Kremlin cynically speaks of “peace,” it intensifies its attacks. As it fails to achieve decisive results on the battlefield, the regime compensates through indiscriminate violence against civilians—seeking to break Ukraine’s resilience through fear, destruction, and mass suffering.
This is a bloodthirsty war of aggression—and a deliberate and systematic campaign of terror against civilians conducted by Russia. It is a grotesque insult to global justice that the Kremlin continues to occupy a seat on the United Nations Security Council—a body created to uphold peace, now disgraced by a regime waging war against civilians. Vladimir Putin—wanted for war crimes—continues to direct and sustain this campaign with impunity.
We call on the international community—particularly the European Union and its Member States—to act with urgency and resolve:
– Immediately and substantially increase military support to Ukraine, especially advanced air defense systems to protect civilian lives
– Expand and tighten sanctions to fully isolate Russia’s war economy and disrupt its capacity to wage aggression
– Accelerate the establishment of a Special Tribunal for the crime of aggression
– End strategic hesitation and political ambiguity that enable continued Russian violence
Half-measures cost lives. Delay kills.
The only way to stop this terror is clear: Ukraine must win. A just and lasting peace cannot be negotiated under fire—it must be secured through strength, solidarity, and accountability.
Ukraine bleeds every day under this relentless campaign of terror. The world must not remain indifferent.
We call on the democratic world to act—boldly, decisively, immediately. Anything less is not diplomacy. It is complicity.
