The Deputy Prime Minister for Fight against Corruption and Crime, Ljupcho Nikolovski, at the Conference on Human Rights, Justice and Anti-Corruption “Next Station: Europe” organized by CIVIL on the occasion of International Human Rights Day said that in the fight towards a just society and the fight against corruption has set a clear goal and foundations in the four-year program, to build a system that deters from abuse of corruption and clearly locates responsibility.
“We are starting an open battle in which someone who violated the law will not be released from responsibility, together with my cabinet we are determined to work on measures and activities that will contribute to preventing corruption. The process is not easy and the fact is that something that has been tolerated for years can not be solved immediately, but for effective measures and results the involvement of all stakeholders is required, not only the competent institutions but also the NGO and private sector, the media. and the citizens “, said Nikolovski.
Nikolovski added that in the past three months they have managed to take some of the important measures for prevention and fight against corruption, but that they still have a lot of work to do.
“First we started introducing the practice of intensive coordination and inter-institutional communication in one place to all institutions responsible for the fight against organized crime and corruption. From the meetings held with all institutions, we jointly detected many weaknesses and problems that we will work on in the following period. The inspection services are an important control mechanism for the implementation of laws, decrees and protocols, so we established intensive coordination with the inspection council, in order with more efficient controls with legal changes, we increased the competencies of all inspection services. The new changes justified the goal, and the results are visible. The new control mechanism that the inspectorates have now has a preventive role, the violations of the laws, the measures are reduced, but also of the subjects that thought that they could violate the laws, without having any responsibility “, added Nikolovski.
Nikolovski added that the new Code of Ethics for Ethical Members of the Government and officials appointed by the Government, in addition to ministers and deputies, covers all officials appointed by the Government.
“In this way we will increase the transparency and accountability of all officials and institutions and we will show that the Law is equally important for all, that there is no selectivity in its application. Transparency and openness are half of the fight against corruption, so the Government made a decision by which all competent institutions, including the municipalities and the city of Skopje are obliged to publish publicly on their websites all documents and information related to their work. The officials are the face of the state and they should be the best of us, that is why the rights that those officials have cannot be left out of control. We have formed a working group whose priority is to review the discretionary powers when it comes to appointing officials,” Nikolovski added.
