Laurette: The Battle for Public Opinion Must Be Won to Defend Europe and Ukraine

May 21, 2025 | DEMOCRACY, NEWSROOM, SECURITY & DEFENSE, WAR IN UKRAINE

Key Takeaways

  • Support from Citizens Is Essential: Public opinion underpins parliamentary action. Without the backing of voters, sustained support for Ukraine and European security becomes politically vulnerable.
  • Security Resonates More Than Policy: While many citizens are unfamiliar with treaties or institutional frameworks, they instinctively value safety — especially in times of war and crisis.
  • Europe Must Strengthen Its Defense Capacity: The EU needs both an increased budget and new powers, particularly in defense, to meet today’s existential challenges.
  • Soft Power Is Strategic Power: Cultural initiatives, education, and media outreach are crucial fronts in the battle for public awareness and democratic resilience.

Just a few words, as I want to leave space for the other speakers.

One of the most important points — and something we must not forget — is the battle for public opinion. Members of Parliament cannot act alone. If they are not backed by the people who elect them, it will become very difficult to sustain support for Ukraine and defend all of Europe. That’s a battle we must win, and we can only do it together.

We must also recognize a reality: most people don’t read or fully understand EU treaties. But they do understand the fundamental value of safety. When we commemorate events like World War I or World War II, those moments resonate. They speak to everyone, across generations and countries.

So we need to keep this in mind as we face today’s challenges. Yes, values matter — and we speak about them often — but we must also think in terms of a wider, more unified Europe. That includes providing the EU with a substantial budget to carry out its policies, especially in defense, and granting new powers, again particularly in defense and security.

Finally, we must not forget that education, cultural policies, and the media battle are also part of the answer. These areas must be supported and strengthened. They are essential tools in winning the hearts and minds of European citizens.
