Dzeljo Hodzic from the Agency for Exercising the Rights of Communities at the conference “Greens are coming 2020” of CIVIL: green values, social justice and anti-nationalism, said that the country has good legislation, but that it fails in practice in relation to the smaller communities, which have challenges to exercise their rights.
“We as a country generally have good legislation but fail in practice, related to the smaller number of communities that have challenges to exercise their rights, equitable representation according to the last census from 2002, are about at half with achieving equitable representation in institutions. “There is a lack of teaching staff in education, books for students, media that produce in the languages of the communities,” said Hodzic.
“The use of languages and symbols is roughly well regulated, we have challenges in the sense that on paper, some municipalities allow the use of languages , but in practice it is more difficult for them, ie they do not have the opportunity to implement it. “An additional problem is the large wave of evictions and the lack of a census, the eviction affects the smaller communities and the places where they live, we hope there will be a census next year, these are important data,” Hodzic added.
According to Hodzic, the problems facing smaller communities are political representation in parliament and political life, and a solution will have to be sought.
“There is a dose of optimism that things are going for the better in the country, when we first got a veto in 2008 our society turned to nationalism, now we have a serious effort by the current government not to allow the spread of nationalist propaganda,” Hodzic added.
He added that at the European level the campaign for the Greens are coming is important, in response to nationalist populism, which also affects parts of Europe.
“Those laws that are good and guarantee the rights of the larger communities to be fully implemented, as well as one society for all, to improve education, media that produce language programs and of course to support the non-governmental organization of a smaller number that is specific. “, Added Hodzic.
