At the panel discussion of CIVIL on the topic “What laws, such elections” prof. Renata Deskoska referred to the need for a new election code.

It is obvious that certain debates between certain parties do not bear fruit. If there is no agreement on other political issues, electoral model, etc., time should not be wasted, but the assembly should start adopting the OSCE recommendations. This should not be an obstacle to opening a new process for a new election code. One of the OSCE recommendations as a priority is that the Electoral Code should be harmonized with certain standards given in international documents. The problem of ensuring the best possible atmosphere for the conduct of the elections is implemented in two frameworks.

The Electoral Code is chaotic and illegible, so I think a new code should be made.

Citizens as participants in the election process have no legal remedy. For clean elections, everyone should be involved and if there is a situation of irregularities, it should be reported.

SEC has the task of conducting fair and regular elections whether that means extra work for them or not.

Staffing and financial resources should be provided for the SCPC to monitor the election campaign.

An appropriate recommendation is that the procedure for selecting members of the SEC should be fair. Political parties should open their doors to all competent persons, and put aside their personal pretensions.

We often have a problem with the practice in some of the voter lists. We do not have standardized addresses and registers. There is often inhumane treatment of those who have complained of irregularities.

Different treatment of the media is inadmissible and equal principles of work of all media should be considered here.

It is time to start the process of writing a new code
