CIVIL has launched a new Early Warning Series to monitor and analyze Russia’s ongoing hybrid operations and disinformation campaigns targeting North Macedonia, the wider Western Balkans, and Europe.

The initiative comes at a critical time, as coordinated propaganda and information warfare continue to threaten democratic institutions, polarize societies, and weaken Euro-Atlantic integration efforts.

The first report in the series — “Battlefield of Narratives: Russia’s Hybrid Operations in North Macedonia” — exposes how manipulation, media influence, and soft power are being used to shape public opinion and political outcomes.

In the coming days, CIVIL will release additional reports focusing on:

• The inner mechanisms of the information war in North Macedonia;
• Regional patterns of hybrid warfare across the Western Balkans;
• Republika Srpska as a case study of proxy influence; and
• Europe’s vulnerability to coordinated hybrid threats.

Each report draws on CIVIL’s more than a decade-long monitoring experience, on-the-ground research, and continuous analysis of disinformation networks. Together, they form a real-time picture of how malign influence operates across media, politics, and institutions. The report is part of the Democracy Navigator project implemented by CIVIL, and supported by the Federal Foreign Office of the Federal Republic of Germany.
