The first round of the Local Elections 2021 will be held on October 17. Election activities both of the State Election Commission and of participants in the elections are finalizing. Persons who will register to vote in the elections as ill or incapacitated, infected with Covid-19 or in self-isolation, prisoners, detainees, persons in nursing homes and internally displaced persons will be the first to exercise their right to vote in these elections. They vote a day earlier, on October 16, and in determining the identity and checking whether they have already voted, a spray and an UV lamp will be used and not devices for biometric identification. Registering to municipal election commissions for voting of the ill and incapacitated persons ends tomorrow (October 9 at midnight), while the deadline for persons with Covid-19 or those in self-isolation on October 11 at midnight.
As for persons with Covid-19 and those in self-isolation, it is anticipated for the Municipal Election Commission to ex officio collect data from the State Sanitary and Health Inspectorate for persons who have registered to vote in accordance to Article 111-б paragraph (1) of the Electoral Code. The State Sanitary and Health Inspectorate is obliged to submit to the Municipal Election Commission the data for persons registered to vote within 24 hours of the received request.
Voting of persons with Covid-19 or those in self-isolation is conducted by a special election board composed of health workers.
Voters who on election day are in home arrest, and who are willing to vote, through an authorized person, will inform the Municipal Election Commission three days prior to the day set for voting (October 13 at midnight).
Voters who on Election Day are in care of special facilities vote in the facility where they are taken care of, one day prior to the date set for the elections, upon previous notification to the responsible person of the facility where they are taken care of. This voting will be conducted by an election board on the territory of which is the care facility, on October 16.
