Active transparency of the ministries, the government and the municipalities in 2021 is at 63 percent, improved by five percentage points compared to last year, shows the annual ranking of institution according to the Active Transparency Index (ATI), prepared by the Center for Civil Communications.
On average, the ministries and the government release 79% of the required information, a slight increase compared to last year – 77%. The municipalities for five years in a row are less transparent than ministries as they release 60% of the required information, up 5.5 percentage points compared to 2020.
For the first time, two institutions, namely the Defence Ministry and the Municipality of Karposh in the capital Skopje, scored 100 percent for transparency, meaning their release all required information.
The ministries release the least information on financing and the municipalities on matters in their jurisdiction.
Of the regions, the Eastern Region tops the list with 74% transparency with the Skopje Region being on the bottom with 49%.
The Center for Civil Communications said that the municipalities on the average responded in 17 days to requests for free access to public information and the ministries in 16 days. 39% of the institutions responded after the legal deadline has expired.
Starting this year, active transparency is presented at www.aktivnatransparentnost.mk , which offers insight into all covered institutions and individual results of every institutions since 2016.
The Active Transparency Index is implemented as part of the Public Spending for Public Good activity, backed by the USAID Civic Engagement Project and is aimed at increasing the effectiveness of public spending by curbing corruption and increasing transparency.
