European Union High Representative for Foreign Affairs and Security Policy Josep Borrell In an interview with the Welt newspaper, he called Russia’s demands for security guarantees and halting EU and NATO enlargement to the east “a purely Russian agenda with completely unacceptable conditions.”
“Demands for security guarantees and a halt to EU and NATO enlargement to the east are a purely Russian agenda with completely unacceptable conditions, especially for Ukraine,” Borrell said.
He added that for the first time, Moscow was “making its demands in writing – something that has never happened before.”
“Only the winners do that: they say – these are my conditions,” Borrell said.
In mid-December, the Russian Foreign Ministry announced drafts of an agreement with the United States and an agreement with NATO. The documents have already been handed over to Washington and its allies. In one of the clauses, Moscow proposed that NATO countries provide guarantees to Russia that would prevent further expansion to the east, especially on Ukrainian territory.
