Legalization of illegal buildings is performed when a legal framework for construction is being formulated for the first time in a country, and with an exception, after major changes in the country (usually territorial) or major natural disasters.
Macedonia has had a legal regulation for construction for 70 years and a relatively stable development.
This means that any new law on legalization of illegally constructed buildings, adopted in the past 20-30 years, is undermining of the legal system and denial of the principle of the rule of law.
Usually such laws, as a regular way of regulating illegal construction, are passed by criminal authorities (who mix with the construction mafia) or incompetent governing structures (who don’t know how to solve the housing needs of citizens).
Usually it’s a matter of a cumulative presence of both features.
One of the first signs that the country has stepped into the space of the rule of law is stopping the legalization of illegal buildings.
