Joveski: 0,4% of the state budget will be allocated for the needs of the Prosecutor’s Office

For this year the budget of the Prosecutor’s Office е increased by about 14 percent. I also see the warranty on Law on Public Prosecution, where it was first established that for the needs of the Prosecution it will be allocated 0,4 percent of the Budget of the Republic of Northern Macedonia. We are aware that this can not be achieved immediately given the current crises in the country, but I expect that in a few years that percentage will be reached, said in an interview with MIA, the state public prosecutor Ljubomir Joveski.

He noted that last year they were employed 60 public prosecutors of which most are professional associates, and now, as he says, for this year the Prosecutor’s Office has published an announcement for 72 professional administrative workers.

– The situation in this area is improving not only because of the commitment of the Prosecution, but also because of the understanding of both the executive and the legislature in the country, for the needs of the Prosecution and for alimony of its needs to be more efficient in performing its function. Joveski points out in an interview with MIA. 

When asked how he assesses the situation in terms of what Chapters 23 and 24 , which refer to the rule of law and fundamental rights are practically the first that the EU assesses in relation to our country, Joveski says that the entire judicial system of the state indisputably needs reforms. 

– But speaking from the point of view of the Prosecutor’s Office, I must say that the latest EU report shows progress in the fight against organized, serious crime. Also, certain tasks are noted for the Prosecution and the state in the part of implementation of the Judicial Reform Strategy, and the Prosecution has adopted, so to speak, fundamental acts in the part of the human resources strategy that it acts on, also the Law on Public Prosecutor’s Office, after which the bylaws were adopted, and the systematization of the Prosecutor’s Office is still being worked on, said Joveski.

According to him, the fact that the Prosecutor’s Office should pay more attention to information technology and case management is not negligible.

– We are constantly taking actions within our competencies to improve the situation in the Prosecutor’s Office. In that context, I would like to emphasize that we have renewed some of the outdated IT equipment with our own funds and with funds from the IPA funds. But we also face a serious challenge from upgrading or modifying, completely changing the public management systemo-prosecutor cases, then about the need to educate employees and public prosecutors in the use of this technology, said the state public prosecutor.

He pointed out that they have shortage of electrical engineers and technicians, which are necessary for the successful execution of that part of the work of the Prosecution.

– Let me just illustrate that in this Prosecutor’s Office are employed two electrical engineers, while from the four appellate areas are employed three electrical engineers who are responsible for the entire area of ​​the Public Prosecutor’s Office. On several occasions we have announced vacancies for hiring IT specialists, but obviously there is no interest among people with this profession to perform the work in the Public Prosecutor’s Office. “The state and the Public Prosecutor’s Office will have to pay serious attention to that part in the future so that we can really have better results and get involved in European processes,” Joveski said.
